IRCT is an independent, implementation-oriented cyber transition initiative aligned with the public Emergency Phase framework of the Iran Prosperity Project. The framework below distinguishes between publicly established policy direction and the operational implementation contributed by IRCT.

The Iran Prosperity Project (IPP) Emergency Phase framework addresses cybersecurity as a key transition domain. Publicly available materials reference the following themes:

  • Protection of critical cyber-physical infrastructure
  • Telecommunications and digital network stabilization
  • Reduction of risks in legacy OT/SCADA environments
  • Establishment of transitional cybersecurity coordination
  • Development of national cyber governance structures
